According to the Hromadske newspaper, based on the Ministry of Health's response to a request for comment, the Ministry of Health plans to amend the procedure for issuing medical certificates required for firearm licenses. The matter concerns the preparation of amendments to Resolution No. 252 of October 20, 1999, which provides for updating the list of medical contraindications for obtaining medical certificate form 127/o. The Ministry stated, "It is proposed that all types of mental disorders, especially those resulting from the use of psychoactive substances, be designated as medical psychiatric contraindications for obtaining the relevant permit." The Ministry also plans to amend the document to require medical advisory committees to consider form 100-2/o, which documents the completion of a psychiatric examination, particularly regarding substance use, when assessing a person's health. Currently, there is no such requirement, and psychiatric contraindications do not include a specific list of diseases and conditions. The current regulation states that contraindications include "citizens whose mental state is prone to aggression or self-aggression" or "citizens with bodily-conditioned mental disorders." One journalist investigated how such medical examinations for obtaining a firearms license are conducted in Kyiv. He found that the document can be obtained within 20 minutes and that the "examination" is quite formal. While the document was later reported to be genuine, the investigation raised doubts about whether the attacker underwent a genuine psychiatric examination as part of his medical certificate.
