When a disabled resident of a nursing home died their bank account was emptied

Following the death of a disabled resident of a nursing home in Ankara, allegations surfaced that his bank account had been emptied, drawing attention to money transfers, loan withdrawals, and claims of favoritism. The director was dismissed as part of the judicial and administrative investigations launched into the incident, and it was stated that the investigations are ongoing.

The allegations that emerged after the death of İlhan Dülkar, a 94% disabled resident of the Elmadağ Nursing Home in Ankara, have caused widespread public outcry. The process began when his wife, Sultan Dülkar, discovered a "100,000 TL debt" in her bank account. It is alleged that money transfers were made to nursing home staff and gold purchases were made using a card.

“HE SAID, ‘MY BANK CARD IS WITH HIM’”

According to Halk TV columnist and journalist İsmail Saymaz, İlhan Dülkar, who was paralyzed after a traffic accident and placed in a nursing home by his family due to the difficulty of home care, reportedly called his wife some time later and said, “I wish I had come sooner. I have a very good relationship with the manager. He has my bank card. They take everything from me and send me to my room.” It was also stated that a day or two before his death, he asked for help, saying, “Sultan, they scammed me. Can you pay my phone bill?”

SHOCK OF “100,000 TL DEBT” AFTER DEATH

After Dülkar passed away on November 2, 2024, his wife, Sultan Dülkar, went to the bank and was informed that he had a 100,000 TL loan debt. It was noted that the loans were taken out through electronic banking, but Dülkar used a basic mobile phone. According to allegations, Dülkar's money was first used to purchase a smartphone, and then transactions were carried out by accessing his accounts.

MONEY TRANSFERS AND GOLD PURCHASES FROM THE ACCOUNT

Investigations revealed that 41,600 TL was transferred from İlhan Dülkar's account to the account of Osman Kaya, an employee at the nursing home, and 4,000 TL to the account of A.Ö., a dormitory employee. It was also alleged that 76,000 TL worth of gold was purchased using his bank card. It was reported that no valuable items were handed over to the family after Dülkar's death, and when his daughters inquired about the gold coins, they were told, "İlhan brother cashed them in before he died."

ALLEGEDLY AT LEAST 6 ELDERLY PEOPLE WERE DEFRAUDED

It was reported that Sultan Dülkar filed a complaint with the Ankara Chief Public Prosecutor's Office, stating in her petition that numerous elderly and vulnerable individuals residing in the nursing home were similarly deceived and had their accounts emptied.

ALLEGATIONS OF "NEPOTISM" AND IRREGULARITIES

According to İsmail Saymaz, it was alleged that Osman Kaya, who worked as a social worker at the nursing home, was appointed as acting director through "nepotism" by his wife, Gülizar Kaya, an AK Party Altındağ Municipal Council Member and Head of the Women's Branch. Following the appointment, allegations of "mobbing," "irregularities in purchases," and "showing the money of deceased individuals as spent by collecting invoices" surfaced. Furthermore, complaints were made that he was appointed as guardian for elderly people neglected by their families and their money was taken.

DIRECTOR DISMISSED, INVESTIGATION LAUNCHED

It was stated that the Ministry of Family and Social Services launched an investigation into the matter, and an investigator was assigned to the Elmadağ Nursing Home on December 13, 2024. Following the investigation and disciplinary process, Osman Kaya was dismissed from his directorship in November 2025, but was not expelled and continued his work as a social worker at the Saray Accessible Living, Care and Rehabilitation Center in Pursaklar, Ankara.
