Interior Minister Mustafa Çiftçi announced that comprehensive changes will be made to the entry requirements for the police force and the training, rank, and staffing structure within the security organization. With the new regulation, all application criteria will be added to the text of the law in a clear and binding manner.
Minister Çiftçi stated that the regulation was prepared in line with the decisions of the Constitutional Court, and that all criteria used in police training will be made transparent and auditable.

In the new model, the age, health status, security investigation, criminal record, YKS score, physical fitness, and interview processes required for police applications will be defined in detail.
This step aims to eliminate uncertainties for candidates and ensure uniformity in practice. The goal is to make evaluation processes more measurable and standardized.
POLICE TRAINING SYSTEM BEING RESTRUCTURED
As part of the restructuring, the duties and operation of the Police Officers Training Center will also be reorganized. It is planned to consolidate officer training, in-service training programs, and examination processes into a single center.
Furthermore, it is envisioned that the conditions for transferring from police vocational schools to faculties will be clarified. This aims to transform the training structure into a more holistic and institutional model.
Rank and Staff Balance Will Change
With the new regulation, the distribution of ranks within the police force will be re-evaluated. It is planned to increase the number of personnel serving in higher ranks and to establish a more balanced structure in the commissioner and assistant commissioner positions.
This change is expected to particularly support the deployment of more experienced personnel in training positions.
Promotion System Will Be More Accessible
Another aspect of the restructuring is the promotion mechanism. Staff planning will be re-evaluated to reduce the congestion experienced in promotions to higher ranks and to create a wider personnel pool.
